Saudi Arabia launches a 3 GW/12 GWh tender; Tesla, Envision, Gotion High-Tech, Longyuan Power, PowerChina, ACWA, and others have been shortlisted.

Recently, the Saudi state-owned power procurement company ( SPPC) announced its second round of Build-Own-Operate (BOO) projects. Battery energy storage system ( BESS ) List of qualified bidders for the tender; this tender covers six projects with a total capacity of 3 GW/12 GWh.

The shortlist brings together Saudi‑based and international companies, including investors, engineering, procurement, and construction (EPC) contractors, and energy storage system suppliers. The full list is shown below.

The shortlisted companies include regional state-owned independent power producers. —— Saudi's ACWA The power company, the UAE’s Masdar, France-based Électricité de France (EDF), and TotalEnergies ( TotalEnergies ) , Japan’s major conglomerate Marubeni, as well as several Chinese companies, such as PowerChina, China Southern Power Grid, Longyuan Power, and State Power Investment Corporation Shanghai Electric, Envision Energy , Gotion High-Tech Wait.

Energy storage system suppliers include Envision Energy, Tesla, and… Gotion High-Tech BESS suppliers are listed only as “technical members,” while EDF and Total participate both as “management members” and “technical members.” The list does not disclose which companies may be collaborating with others.

This tender is being managed by the Chief Procurement Department under the Saudi Power Purchase Company and represents Saudi Arabia’s second energy‑storage tender of its kind. Launched in April this year, the tender aims to develop six large‑scale battery‑based energy storage projects:

Samha Energy Storage System Project: 500 MW/2,000 MWh, located in Al-Qassim Province.

Al-Leeth Energy Storage System Project: 500 MW/2,000 MWh, located in the Makkah Region.

Al-Henakiyah Energy Storage System Project: 500 MW/2000 MWh, located in the Madinah Province.

Khulis Energy Storage System Project: 500 MW/2,000 MWh, located in the Makkah Region.

Sadawi Energy Storage System Project: 500 MW/2,000 MWh, located in the Eastern Province.

Ashyrah Energy Storage System Project: 500 MW/2,000 MWh, located in the Makkah Region.

In January 2025, Saudi Arabia announced the qualified bidders for its first round of energy storage tenders, covering four projects with a combined capacity of 2 GW/8 GWh; no further updates have been released since then.

In light of the latest tender, the two countries together now have approximately 77 GWh of large-scale energy storage projects at various stages—development, procurement, or construction.
